Libertas drives the final blow to the golden spike, her belt adorned with the Utah state seal. Behind her, a steam locomotive resembling the historic Jupiter carries a star in place of its number 60. Under UV light a band bearing the state flag appears on her left arm and a California gull, the state bird, flies above. The enduring principle reads "Proclaim liberty throughout all the land." (Leviticus 25:10)
